21 seconds Ziggo? Cable crew’s solid offer let go at last minute to beat regulator rap

The Netherlands’ VodafoneZiggo – offering cable-based services under the Ziggo brand – has finally published its complete wholesale reference offer for third-party triple-play access to its cable network, doing so on the deadline day (31 March 2019) set by the Dutch telecoms regulator ACM. Earlier in the month ACM ruled that VodafoneZiggo’s existing wholesale broadband access reference offer did not meet the obligations imposed in its Wholesale Fixed Access market analysis, and ordered the cableco to publish a complete reference offer by the end of the month or pay fines of EUR100,000 (USD113,000) per day, up to a maximum EUR1 million. The decision followed a request from T-Mobile Netherlands to take action against VodafoneZiggo for breach of the obligation to publish a complete reference offer on 1 January 2019.
