The Ukrainian State Centre of Radio Frequencies (UCRF) has announced on its website the result of the bidding process to select a company to design, develop and implement a mobile number portability (MNP) database. The open tender was won by Ukrainian IT company Dialink, which quoted a price of UAH71.77 million (USD2.86 million) in its proposal to partner Lithuanian wholesale telecoms services and applications provider Mediafon for the MNP systems implementation. Since entering the specialised MNP field in 2010, Mediafon’s website lists eight countries where it has previously provided MNP solutions. Dialink beat two other companies in the final evaluation: T4B (Poland) and Ericsson Ukraine, while three other applications from Huawei Ukraine, SI Center (Ukraine) and Ukrainian Special Systems were found to violate tender rules. The head of Ukraine’s National Commission for the State Regulation of Communications and Informatization (NCCIR), Alexander Zhyvotovskyy, announced that the selection result means that MNP will be introduced in Ukraine ‘soon’.
