SeCom confirms 700MHz handover; new entrant Arlink receives spectrum

Argentina’s Secretaria de Comunicaciones (SeCom) has confirmed that it has allocated all outstanding frequencies that were assigned during last year’s multi-band spectrum auction. As per Resolution No. 24/2015 Telefonica has been issued with frequencies in the 703MHz-713MHz and 758MHz-768MHz bands; Telecom Personal received spectrum in the 713MHz-723MHz and 768MHz-778MHz (via Resolution No. 25/2015); and Claro took receipt of frequencies in the 723MHz-738MHz and 778MHz-793MHz bands, in accordance with Resolution No. 26/2015.

Meanwhile, Arlink – the wireless start-up registered by Argentine media conglomerate Grupo Uno – has also received its own spectrum allocation, paving the way for its commercial launch. As per Resolution No. 27/2015, Arlink was allocated 3G frequencies in the 1895MHz-1905MHz and 1975MHz-1985MHz band for Region I (North); 1890MHz-1900MHz and 1970MHz-1980MHz for Region II (Buenos Aires metropolitan area); and 1880MHz-1890MHz and 1960MHz-1970MHz for Region III (South). In addition, the company has been assigned nationwide 4G concessions incorporating the 1745MHz-1755MHz, 2145MHz-2155MHz, 738MHz-748MHz and 793MHz-803MHz spectrum bands.

According to TeleGeography’s GlobalComms Database, SeCom offered national 4G LTE spectrum in the 700MHz and 1700MHz/2100MHz (AWS) frequency bands, as well as surplus regional 3G spectrum in the 850MHz (SRMC) and 1900MHz (PCS) ranges. Winners of the 4G spectrum are required to provide coverage of all localities with more than 500 inhabitants (around 98% of the population) within five years, with the licences valid for a period of 15 years. In November 2014 the watchdog confirmed that it had received bids totalling USD2.23 billion for the wireless spectrum, a 13% premium on the floor price of USD1.97 billion.
