Nordic communications regulators formalise cooperation

The Finnish Communications Regulatory Authority (FICORA) has confirmed that it and four other Nordic communications regulators have agreed to formalise their cooperation at regional level, with a rotating chairmanship on an annual basis. With the group of regulators comprising Erhvervsstyrelsen (Denmark), FICORA (Finland), Post and Telecom Administration (PTA, Iceland), National Communications Authority (Nkom, Norway) and Post & Telestyrelsen (PTS, Sweden), the chairmanship this year will be held by FICORA’s director general Ms Asta Sihvonen-Punkka.

Having held a meeting in Helsinki between 4 May and 5 May to discuss topical regulatory and market issues, the agenda reportedly included the European Commission’s (EC’s) Digital Single Market Initiative, preparedness regulation in Nordic countries, economic regulation and spectrum issues. Further, the five regulators were said to have discussed the status of 700 MHz spectrum decisions in each country, with it noted that all Nordic countries bar Norway and Iceland have decided on the timing of the allocation of the 700MHz frequency band to mobile broadband; a decision from the latter two countries is expected later this year.

With FICORA noting that the decision to cooperate was prompted in part by the fact that the nations to a large extent have the same operators and a common communications market with many similar features including high broadband penetration, Sihvonen-Punkka was cited as saying: ‘There is a demand for more intensified co-operation among the Nordic regulators and we see there is a great opportunity to contribute to the European discussion utilising the good Nordic experiences.’
