Tele2 loses appeal against KPN wholesale access charges

Swedish-backed telco Tele2 Netherlands (Tele2 NL) has lost its appeal over amended wholesale prices set by Dutch regulator ACM in July under the WPC-IIa decision, according to Telecompaper. The operator argued that the revised rates charged to access incumbent KPN’s DSL network are unfair, claiming them to be based on higher costs than those which KPN actually incurs, adding that the time between delivery and payment of said services is shorter than the incumbent states. The appeals court asserts that Dutch giant KPN is not obliged to charge in a particular way for access to its network and that it has delivered services as agreed with Tele2.
