State-backed Grupo Instituto Costarricense de Electricidad (Grupo ICE), which offers telecoms services under the Kolbi brand, has expanded its 4G Long Term Evolution (LTE) offerings to include mobile handsets, having launched a data-only service in late November 2013. The service is available on a post-paid basis only and will be priced at between CRC13,000 and CRC27,000 (USD25.1 and USD52.1), although the first 10,000 subscribers to activate the service between 26 February and 12 March will be given a month of free access, and thereafter charged a promotional rate of CRC5,000-CRC13,500. According to TeleGeography’s GlobalComms Database, Kolbi launched commercial 4G services in November 2013 on a pre-paid and data-only basis. At launch the cellco’s LTE-2600 network had coverage in the San Jose greater metropolitan area and 18 other towns and cities.
