NCC publishes open access broadband network paper

The Nigerian Communications Commission (NCC) has published an industry consultation paper outlining the revised model for the deployment of backbone and metropolitan fibre-optic broadband infrastructure in the country. The ‘Open Access Next Generation Fibre Optics Broadband Network’ paper, which is based on input from industry stakeholders, also outlines wholesale wireless last mile access through the auction of available 2.3GHz spectrum to complement existing solutions. The NCC states that it is committed to establishing a new broadband deployment environment in line with the National Broadband Plan, adding that the Open Access Model for fibre-optic network deployment is best suited to bridge the digital divide and deliver fast and reliable broadband services to households and businesses. Under the NCC’s model, a national broadband network will be provided by licensed infrastructure companies (InfraCos) on a non-discriminatory, open access and price regulated basis to all service providers. The regulator claims that the objective of this initiative is to ‘stimulate a new national broadband network that is not only more widespread but also faster and more secure than what is available today, thereby stimulating other sectors of the economy and leading to higher economic spinoffs for Nigeria. In addition, it will offer efficient connectivity as well as ultra high-speed broadband services that are available, affordable and sustainable.’ The full document can be found on the NCC’s website: www.ncc.gov.ng
