According to Ukraine’s National Commission for Regulation of Communications and Informatization (NCCIR), the launch of mobile number portability (MNP) will be delayed from the planned date of 20 December 2013, because the state consortium appointed as MNP administrator was unable to comply with the NCCIR’s regulations ordering the commissioning of a centralised database (CDB) for porting phone numbers by a deadline of 20 October. Capital.ua quotes NCCIR representative Tatiana Ligovski as confirming that the MNP launch has been pushed back and that the question of market readiness will be discussed in November at the next meeting of the working group. A consortium of the Ukrainian State Centre of Radio Frequencies (UGTSR) and Ukrainian Network Information Centre (USITS) – referred to as ‘Ukrainian support centre for names and addresses’ – was appointed to administer the MNP implementation process, but is yet to finalise the choice of technical operator for the CDB, although local reports have identified the frontrunner as US-based Telcordia Technologies (part of Swedish group Ericsson since January 2012), which over the last few years has consulted with the regulator on implementing MNP. Meanwhile, the head of the state MNP consortium Yuri Goncharuk claimed that the CDB cannot be launched until all mobile and fixed operators have responded to requests for information, with those yet to supply data including fixed line incumbent Ukrtelecom and its mobile arm TriMob, its fixed line sister company Vega and CDMA mobile operator Intertelekom. Fixed number portability (FNP) is scheduled to be implemented over a year after MNP, in January 2015.
