State agencies, cabinet moving towards technology-neutral licensing decision

According to a report in Ukrainian newspaper Capital, progress is being made on plans to convert mobile operators’ existing GSM 900MHz and 1800MHz spectrum licences to technology-neutral concessions, which would allow the launch of 3G and 4G services using existing frequencies. The newspaper said that officials from various state departments (including the Ministry of Defence, the State Agency for Science, Innovation & Informatization of Ukraine [Gosinformnauki] and the State Service for Special Communication & Information Protection of Ukraine) have held coordinated discussions on the issue over the past week, and furthermore, Gosinformnauki has collated written positions from the collective agencies for presentation to the state cabinet. TeleGeography’s GlobalComms Database notes that Ukrtelecom’s TriMob division is the sole operator of 3G W-CDMA/HSPA services in Ukraine, while 3G EV-DO-based services are operated by CDMA network operators; GSM-based cellco MTS Ukraine also operates an EV-DO mobile broadband service. Mobile market leader Kyivstar operates resale-based 3G services over the network of Ukrtelecom.
