3G auction delayed to 2 September

The Bangladesh Telecommunication Regulatory Commission (BTRC) has revised its timetable for the country’s 3G mobile licence auction for private sector operators, in order to ensure the process is carried out ‘efficiently and under the prevailing circumstances’. Having previously aimed to hold an auction by 31 July 2013 (delayed from 24 June), the new timetable stipulates: submission of applications by 10 July; consultation on auction procedure 27 July; submission of bids 4 August; and an auction to be completed in a single day on 2 September, the watchdog announced on its website. Factors leading to the latest delay include the country’s largest cellco by users GrameenPhone stating that it will not take part in the auction until certain matters are settled – chiefly the pending report on the investigation into its ownership/licensing by the Grameen Bank Commission (GBC). Meanwhile, the BTRC is reportedly yet to appoint a local consultant to assist in holding the auction.
