The Nigerian Communications Commission (NCC) has proposed a steady reduction in interconnection rates from the current fee of NGN8.2 (USD0.052) over the next three years. On 1 April 2013 the voice termination rate is scheduled to fall to NGN6.40 for new entrants (defined as ‘a newly licensed operator entering an existing or new market within the last three years’) or small operators (those with less than 7.5% market share) irrespective of the originating network, before dropping to NGN5.20 on 1 April 2014 and NGN3.90 a year after that. Voice termination rates for all other operators will be NGN4.90 from 1 April 2013 and will drop to NGN4.40 twelve months later and NGN3.90 on 1 April 2015.
