SCT unveils winners of municipal broadband contracts

Mexico’s Secretario de Comunicaciones y Transportes (SCT) has formally disclosed the identities of the winning bidders of a tender it offered earlier this year for a total of 40 municipal broadband contracts. As noted by the regulator, the contracts were offered as part of its plans to substantially improve public access to telecommunications services, with the winning bidders required to provide high capacity data transfer for the likes of educational, research, healthcare and government institutes. The total contracted broadband capacity of the tenders will reportedly be 400Gbps, and some 1,139 sites across the country, including state universities and airports will benefit from connections at speeds of up to 10Gbps. Most of the connections, the regulator noted, will be made via fibre-optic cable, with the contracts, which are valid for five years each, covering equipment, operation and maintenance.

Iusacell emerged as the biggest winner, claiming 37 of the 40 contracts available, having bid MXN643.99 million (USD38.27 million) for the duration of the five-year period. Under the terms of its contracts it will deploy equipment in the following locations: Aguascalientes, Campeche, Chetumal, Chihuahua, Chilpancingo, Ciudad Juarez, Ciudad Victoria, Colima, Cuernavaca, Culiacan, Durango, Ensenada, Guadalajara, Guanajuato, Hermosillo, Matamoros, Merida, Ciudad de Mexico, Monterrey, Morelia, Oaxaca, Pachuca, Puebla, Puerto Vallarta, Queretaro, Saltillo, San Luis Potosi, Tapachula, Tepic, Tijuana, Tlaxcala, Toluca, Tuxtla Gutierrez, Veracruz, Villahermosa, Xalapa and Zacatecas. Fixed line incumbent Telefonos de Mexico and Bestel claimed the final three contracts, paying MXN20.08 million for two municipalities (Ciudad Obregon and Nogales) and MXN20.00 million for one municipality (Mexicali), respectively.
