Kyivstar warned to comply with fixed line licence regulations

Ukraine’s telecoms watchdog The National Commission for State Regulation of Communications and Informatisation (NCCIR) has warned Kyivstar, which includes Beeline Ukraine and Golden Telecom (Ukraine), to remedy existing violations of its licence conditions covering fixed line services by 5 July 2013, or else it could lose its licence. As reported by, a regulatory audit last month found Kyivstar did not meet conditions of licensing, issued in April 2011, stating that it must provide fixed line long-distance voice calls in at least 30% of settlements in each region of Ukraine, and international fixed call services in 20% of settlements in each region. The NCCIR stated that in any given telephone exchange, Kyivstar may either implement its own switching nodes or sign an agreement to use another operator’s call switching facilities.
