Kyivstar appeals regional IPTV licence annulment; other operators still waiting for licensing

Ukrainian cellular and fibre broadband network operator Kyivstar has had an IPTV operating licence in the Zaporizhya region – which it held through its Beeline (URS/Golden Telecom) subsidiary – annulled by the Ukrainian National TV & Radio Council. Kyivstar has submitted an appeal to the regulator, reports Telecompaper. Last month the Council was reported to have ‘extended’ the same IPTV licence in Zaporizhya held by Beeline, whilst issuing four new IPTV licences in other regions to ISPs Internet-Poliglot and Metro, according to Comments.ua. Meanwhile, the country’s largest fixed line telco Ukrtelekom has continued its long-running battle to win IPTV licences, while looking into the possibility of concentrating on OTT web-based video services instead. According to ProIT, Ukrtelecom has recently reapplied to the national TV council, but the authority has so far only begun reissuing IPTV concessions – under a revamped regulatory framework for the pay-TV sector – to a handful of regional players. Ukrtelecom commands the largest broadband user base in Ukraine, with around 1.4 million subscribers at the end of March 2012, but Kyivstar, part of the Vimpelcom group, is growing its fibre-to-the-building (FTTB) customer base, claiming 460,000 users at the same date (up by 16%), catching up on the second largest ISP, cableco Volia, with 495,000 subscribers. Kyivstar, which is Ukraine’s largest mobile operator by subscribers, also claims to serve 49% of the business market, with over 1.44 million business customers.
