Jamaica plans for ‘super regulatory body’

Jamaica’s Minister for Science, Technology, Energy and Mining Phillip Paulwell has announced plans to create a ‘super regulatory body’ to monitor the telecoms sector. The new body would combine the functions of existing authorities the Spectrum Management Authority (SMA), the Office of Utilities Regulation (OUR) and the Broadcasting Commission. The current number of regulators causes ‘unnecessary bureaucracy’ that hinders development, according to the Jamaica Information Service the minister’s plans to ‘merge and to collapse the functions of the OUR, SMA and the Broadcasting Commission into one super body that is going to be the high-powered ICT regulator.’ The ministry is currently developing the legislation, and Paulwell has set a timeline of 18 months to set up the new, as yet unnamed, authority.
