Uganda’s telecoms watchdog the Uganda Communication Commission (UCC) has begun consultation with stakeholders regarding the introduction of a new series of penalties for telcos that fail to meet quality of service (QoS) requirements. According to the Daily Monitor, the new punitive measures are expected to hasten compliance with telco’s QoS obligations, and were driven by a ‘public outcry regarding the deteriorating QoS’. The UCC communications and consumer affairs manager Fred Ottunu said: ‘We are in consultations with all telecoms [providers] to come up with a detailed report indicating how much to be fined for which offense. The law allows us fines of up to 10% in comparison to gross income.’
