Natcom interconnects with Voila, not Digicel

Haiti’s new national fixed line, broadband and mobile licensee Natcom has a network interconnection agreement in place with the country’s second largest cellular operator Voila, but not yet with the mobile market leader Digicel, the telco has revealed. At a meeting presided over by the Senate Commission of Public Works, Transport and Communications, Thanh N’Guyen Duc, director-general of Vietnamese-Haitian venture Natcom, claimed that Digicel officials have refused to put interconnection between the two companies into operation, despite negotiations being launched last year. Addressing the same meeting, the Commission then passed on responsibility for ensuring interconnection to Haiti’s telecoms regulator, the National Council of Telecommunications (Conatel), which it said must facilitate a solution by the official launch date for Natcom’s services on 7 September 2011.
