FICORA eases fixed line regulation

After carrying out market analyses of the fixed telephone network access and local telephone service markets, the Finnish telecom regulator FICORA has announced a number of decisions related to significant market power (SMP) in those sectors. The regulator revealed that on the back of the market examinations it has removed ex-ante regulation in both sectors; a move which it claims will allow it to ‘better focus its resources on the regulation of wholesale markets’.

According to TeleGeography’s GlobalComms Database, Elisa is currently the largest fixed line voice operator in terms of subscribers, with some 449,000 customers at end-2009, while other telcos of note in the sector include TeliaSonera Finland, DNA Finland and the Finnet Group, which is made up of 27 local telcos, each providing residential fixed line and cable services, including telephony.
