Ukrtelecom restricting fixed line access for Golden Telecom users

Ukrainian integrated telecoms provider Golden Telecom (Beeline) has disclosed that the country’s former monopoly wireline operator Ukrtelecom has restricted access to its national PSTN for Golden’s subscribers since 21 October, reports Telecompaper. Ukrtelecom said that it has blocked access via certain links only, whilst the quality of services has been reduced. The incumbent telco added that it took the decision due to the absence of a valid interconnect agreement, whilst claiming that Golden owes it over UAH10 million (USD1.25 million) in unpaid interconnection fees. Golden Telecom has lodged a complaint with the regulator claiming that Ukrtelecom has abused its dominant position in the market.
