Bosnian competition authority to probe claims against BH Telecom and Telekom Srpske

Bosnian telcos BH Telecom and Telekom Srpske are to face a competition enquiry by the Bosnia Competition Council (BCC) following complaints by Sarajevo-based alternative operator Akt.online. According to documentation prepared by the BCC, Akt filed its initial application earlier last year, arguing that both BH Telecom and Telekom Srpske were in violation of existing competition regulations following difficulties in agreeing interconnection terms with both operators. While it did reach agreements with both operators it has contended that these violate current competition norms. In addition, the alternative operator also claims that it had not been offered the use of leased line services, which it said was a further violation of Article 10 of the country’s Communications Act. Akt maintains that as a result of the difficulties encountered it was forced to cancel deals with a number of international operators, causing it direct costs of BAM4.93 million (USD3.43 million).

BH Telecom and Telekom Srpske will now be required to submit any documentation requested by the antitrust watchdog.
