TRC outlines 3G tender plans

Jordan’s Telecommunication Regulatory Commission (TRC) has announced plans to award 3G licences. One licence will be awarded to a new entrant immediately, with the three incumbent cellcos allocated licences at the same price as the newcomer ten months later. The reserve price for spectrum has been set at JOD25 million (USD35.5 million) for a paired block of 5MHz of spectrum; bidders are free to obtain up to 20MHz of frequencies. The newcomer will be permitted to also acquire a 2G spectrum licence, at a cost of 30% of 3G licence. It is expected that the tender will be released in mid-December with the closing date set for 27 January 2009. The winners will be announced during the same week.

TRC will require 3G services to be launched within a year of licensing. Further, the regulator will impose rollout obligations on the licensees to secure the provision of services in at least the capital cities of each Governate within the Kingdom.
