Solo bidder for Bulgarian wireless licence

The sealed-bid tender for Bulgaria’s fourth mobile licence, scheduled to take place on 29 July, will not now take place because only one company has submitted an offer, writes local newspaper Dnevnik. A total of eight potential bidders were reported to have bought tender documents, but only Liechtenstein-registered company Telco put in an offer before the submission deadline expired on 11 July. Under the terms of the auction, Telco is expected to be named the winner. The disappointing show is believed to be the result of the BGL38 million (USD31 million) minimum pricetag for the GSM-1800 concession, which a number of interested parties maintained was excessive. Local alternative telco Max Telecom, which was the first to request a mobile frequency allocation, backed out after purchasing the tender papers. CEO Krasimir Stoichev criticised the unclear pricing method employed by the regulator, adding that the fee is approximately twice that of fellow wireless licensee Globul.
