Government and regulator look set for showdown

According to the Bangkok Post, Sitthichai Pookaiyaudom, the Information and Communications Technology (ICT) minister, has hit out against the NCC’s recent decision to award licences to power utilities allowing them to lease capacity on their fibre-optic networks to operators wishing to provide data and broadband internet services. Dr Sitthichai said he had no problem with the NTC (the country’s independent telecoms regulatory body), but was not happy with its plan to give licences to the Metropolitan Electric Authority, the Provincial Electricity Authority and the Electricity Generating Authority of Thailand. Dr Sitthichai believes the award of the licences could breach the law governing the power sector, which did not envision leasing fibre-optic networks, or providing telecoms services.
