A consortium headed by local businessmen has been declared the winner of a second wireless concession in the United Nations-run province of Kosovo. Kosmocell, a partnership between local companies Dukagjini, Kujtesa and an unnamed Italian/US operator, emerged as the winner beating rival offers from Telekom Slovenije’s Ipko Net, Mobilkom Austria and Team Kosova. Kosmocell offered EUR81 million (USD104.8 million) for the licence.
