According to reports on the Spanish news service EFE, America Movil (AM) is interested in launching wireless services in Costa Rica and Panama. The company is reported to have registered its brandname Telcel with the Costa Rican authorities. It is not yet clear whether AM plans to roll out a completely new operation, or whether it is planning to make an investment in state-owned telco ICE, which currently has a monopoly on both wireline and wireless services. The Costa Rican government is believed to be working on legislation to open up the wireless market to competition, although an inordinate amount of red tape could delay liberalisation beyond the planned 2007 deadline.
