ECAP annuls ComReg SMP designation; start-up MVNOs worried

Ireland’s Electronic Communications Appeals Panel (ECAP) has rescinded the significant market power (SMP) designation handed to mobile operators Vodafone and O2 little more than a year ago by regulator ComReg. The news could be a major blow to the handful of companies planning to launch MVNO services in the country. The annulment means that mobile network operators are no longer obliged to host MVNOs, instead giving them the option to do so at their own discretion. In September ECAP rescinded the SMP designation which had been handed to Hutchison 3G Ireland a full year before it had launched services.
