New telecoms law in the process of being drafted

The Dutch parliament has proposed changes to the country’s telecoms law geared towards increasing the power of the regulator OPTA and placing stricter limits on the operations of dominant service provider KPN. Under the proposed changes, due to be implemented in early 2004, OPTA would be empowered to fine companies up to 10% of their annual turnover for breaching regulations, up from the current maximum of EUR400,000.
