Subtel opens talks on MVNO regulations

Chilean regulator Subtel has opened a public consultation on draft regulations to ease the entry of mobile virtual network operators (MVNOs). The proposed legislation would impose obligations on network providers and MVNOs and allow the regulator to more closely govern agreements between the two types of operator. With the consultation, Subtel hopes to get an accurate picture of the technical and commercial conditions required to make MVNO services viable. The new regulations were prompted after MVNOs reported facing difficulties in negotiating wholesale access to networks, and aims to introduce standardised conditions for non-discriminatory access.
