GNC-ALFA strikes deal to access ArmenTel network

Alternative operator GNC-ALFA, a unit of Russian group Rostelecom, has reached an agreement with national PTO ArmenTel allowing it to use the latter’s network facilities. The altnet submitted a request to ArmenTel requesting rights to lease part of its infrastructure to enable its geographic expansion in Armenia and has now agreed to pay AMD1.72 million (USD4,162) a year – plus other payments specified under local law – to do so.

Last month, CommsUpdate reported that Armenia’s telecoms industry watchdog, Public Services Regulatory Commission (PSRC), hit ArmenTel with an AMD1 million fine for breaching rules and regulations governing the provision of unused capacity on its PSTN trunk networks, specifically in respect of GNC-ALFA. The chief of the commission’s telecommunications division, Gevorg Gevorgyan, confirmed the decision, noting: ‘The company [ArmenTel] enjoys dominance at this segment’s market, and in accordance with the regulations, ought to ensure connection to other operators within ten days.’ It is understood that the PTO took 33 days to process the request.
