OTE participating in rural broadband ‘white areas’ initiative

In a release yesterday (15 January 2014), Greek incumbent Hellenic Telecommunications Organisation (OTE) announced that it will be participating in a state-backed public tender which aims to select a private sector telecoms partner to implement rollouts of broadband infrastructure to unserved rural areas of Greece, to be co-financed by the Greek government and the European Union’s Regional Development Fund/European Social Fund. The open international tender was launched on 21 November 2013 with a request for proposals issued by Information Society (KTPAE), a Greek state-owned company which implements national ICT projects under the supervision of the Ministry of Administrative Reform & e-Government, and incorporates the non-profit company Digital Aid which was set up to support the implementation of state-aid funding projects within the framework of the ‘Digital Convergence’ Operational Programme of the National Strategic Reference Framework 2007-2013 (subsequently merged into KTPAE).

OTE says it intends to participate, either independently or as a member of an association, and upon approval of its Board of Directors, in the project entitled ‘Development of Broadband Infrastructure in Rural White Areas of Greek Territory and Infrastructure Operation Services, Public Private Partnership (PPP)’, which has a total budget of EUR161.077 million (USD219.498 million) and will be overseen by Greece’s Ministry of Infrastructure, Transport & Networks, according to the KTPAE website, while project funding is via the Ministry of Administrative Reform and e-Government. The date for opening tender offers is set as 31 January 2014, and the maximum project duration is stated as ‘204 months [17 years] from the entry into force of the PPP’.
