Identify yourself, Arcep tells Skype

French telecoms regulator Arcep says it has informed the Paris public prosecutor of Skype’s possible failure to comply with its obligation to declare itself as an electronic communications operator in France. In a statement posted on its website, Arcep says that it has requested several times that the Microsoft-owned company declare itself as an electronic communications operator. In France a company is not required to obtain administrative approval to become an electronic communications operator, but they are required to declare themselves as such before launching services, and a failure to do so constitutes a criminal offence.
