Turkey’s Turkcell has signed a contract with the country’s Ministry of Transport, Maritime Affairs and Communications to provide mobile network coverage in currently uncovered areas under a universal services obligation for three years. Turkcell submitted the lowest bid of TRY312.77 million (USD174.68 million) excluding VAT in a tender held by the ministry to provide mobile network coverage to Turkey’s 1,799 rural locations with population of less than 500, and promised to operate these services for three years. Following the decision to grant Turkcell the status of universal service provider, the related contract was signed on 20 February 2013.
