Peruvian regulator Osiptel has issued Movistar Peru a fine of PEN3.635 million (USD1.38 million) for service failure in 2009 that left 298 rural locations without service for 30 days. La Republica reports that the penalty was also issued for not presenting a report on the failure, nor reporting related traffic figures. The telco was reported as saying that: ‘The imposition of fines…instead of contributing to the solution actually aggravates the problem’ by adding to the cost of providing services in rural areas.
