A spokesperson for the Filipino regulator the National Telecommunications Commission (NTC) says that despite a reprieve on the use of dialling pre-fixed numbers, operators are failing to comply with new rules on per-pulse billing. The watchdog says it is closely monitoring the operators’ record on compliance with the new order concerning all voice calls and has threatened to impose fines on companies ‘after the holiday season’. On 9 December 2009 the NTC issued a cease-and-desist order on per-minute charging after telecom companies ignored a directive to bill voice calls on per-pulse charging basis.
