Filipino regulator the National Telecommunications Commission (NTC) has requested that the government approves a new policy that would require mobile operators to charge customers on a six-second pulse cycle, instead of rounding off prices to the higher minute. The regulator first requested six-second billing five years ago, but the main players gained an injunction from a regional trial court. The NTC also wants cellcos to register the SIM cards of pre-paid users to help prevent fraud and theft.
