Russia’s third largest mobile operator MegaFon has signed a deal with Dalsvyaz, a telecoms operator in the Far East Federal District, allowing it to operate as a mobile virtual network operator (MVNO) in the regions of Magadan and Kamchatka. As part of the arrangement, Dalsvyaz will gain access to domestic and international roaming on MegaFon’s network.
