Tomsk Cellular has implemented a new billing and pre-paid system from network design company Bercut, giving its 270,000 subscribers access to the standard package of popular services provided to customers of parent company Mobile TeleSystems (MTS). The carenSelfCare system will introduce subscriber profile administration payments, giving subscribers information on their balance, operator’s news, service centres and other value added services.
